Define what each proficiency level means for your team, set role requirements and record a person's self-reported or reviewer-entered level with evidence, date and notes. The matrix separates absent records from explicit 'unrated' records. A training candidate appears only where a supplied rating is below a supplied role target. This page does not test skills or make personnel decisions.

Frequently asked questions
Does the matrix measure someone's competence?
No. The page compares levels that a person enters against role targets that a person enters. It does not administer an exam, verify evidence, rank employees, or recommend employment decisions. Treat gaps as prompts for a human review.
What is the difference between missing and unrated?
Missing means no rating record exists for that member and skill. Unrated is an explicit record saying the level was not assigned yet; it may still carry a note. Neither is scored as zero or shown as a training gap.
How is a gap calculated?
Only a role requirement paired with an actual selected level is compared. The difference is the count of positions in your ordered level scale, not a standardized score. Equal or higher levels are marked met.
What happens if I change the scale order or delete something?
Moving levels changes subsequent ordinal gap comparisons while keeping stable level IDs. A level used by a requirement or rating cannot be deleted. Deleting a skill also removes its requirements and ratings; deleting a role leaves its members unassigned.
Can I import another JSON file or save automatically?
Only the tool's exact version 1 JSON shape is accepted; malformed UTF-8, duplicate keys or IDs, unknown references, invalid dates and extra fields are rejected without replacing the current project. Edits remain in page memory until you explicitly download JSON.
Is the CSV suitable as an editable backup?
No. CSV is a review report, with potentially formula-like text escaped for spreadsheets. Use the versioned JSON export as the editable backup. Review person names and evidence before sharing either file.
Privacy
Names, roles and evidence are processed in this browser tab's memory. The tool has no account, autosave or automatic project upload. Exports occur only when you choose a download; review sensitive personnel text before sharing.
