What is the PDF Page Organizer?
The PDF Page Organizer is a tool for visually rearranging the pages inside a single PDF. It lays out every page of your uploaded PDF as a thumbnail so you can reorder pages by drag and drop, rotate them 90/180/270 degrees, delete pages you don't need, or extract only the pages you want into a new PDF. Straightening wrongly scanned pages, dropping duplicate or blank pages, and re-sequencing a report can all be done right in your browser without installing any software.
Many online PDF editors like Adobe, Smallpdf and iLovePDF process your files by uploading them to a server, but this tool runs entirely inside your browser. Because nothing leaves your device, you can safely handle sensitive PDFs such as contracts, IDs and internal documents. It is free with no signup, no payment and no watermark, and the edited result is built by copying the original page data, so text and image quality are preserved exactly.
Key Features
Thumbnail overview
Every page is rendered as a preview thumbnail the moment you upload, so you can instantly see which pages to rotate, delete or move.
Reorder by dragging
Drag and drop thumbnails to freely rearrange page order, with left/right move buttons provided for mobile and keyboard users.
Rotate, delete & extract
Rotate pages 90° at a time, delete multiple checked pages, and extract only the selected pages into a new PDF — all on one screen.
Private, no-upload processing
Everything runs in your browser so files are never sent to a server, and the resulting PDF downloads at the original quality.
How to Use
- Load a PDF — drag and drop the PDF you want to edit, or click to choose one. Every page appears as a thumbnail.
- Reorder — drag a thumbnail to a new position, or use the left/right arrow buttons on a card to move it one step.
- Rotate — turn each page 90° with its rotate buttons, or select several pages and use ‘Rotate selected’ / ‘Rotate all’ to rotate them together.
- Choose deletions or extraction — check pages, then ‘Delete selected’ to drop them, or ‘Extract selected only’ to keep just the pages you want.
- Download — click ‘Download organized PDF’ to save a new PDF that reflects your current order, rotation and deletions.

Frequently Asked Questions
Is my uploaded PDF stored on a server?
No. This tool runs 100% in your browser (client-side). The PDF you choose is never uploaded or stored on any external server — rendering, rotating, deleting, reordering and saving all happen in your device's memory. As soon as you close the tab, the data is gone.
How do I change the page order?
Drag a thumbnail card and drop it where you want it. On mobile or with a keyboard, where dragging is hard, use the left/right arrow buttons under each card to move a page one step at a time. The new order is applied exactly when you download the new PDF.
Can I rotate just specific pages?
Yes. Use the rotate buttons on each page card to turn it 90° left or right; repeat to reach 180° or 270°. You can also check several pages and use the top ‘Rotate selected’ buttons to turn them together, or ‘Rotate all 90°’ to rotate every page at once. The rotation is applied on top of the page's original rotation when saving.
How do I remove unwanted pages and save?
Check the pages you want to remove and click ‘Delete selected’ to drop them from the list, then click ‘Download organized PDF’ to build a new file from the remaining pages. To do the opposite — keep only certain pages — select the pages you want and use ‘Extract selected only’.
Can I edit a password-protected PDF?
Encrypted PDFs may not open directly for security reasons. In that case, open the PDF in a viewer with the password, use ‘Print → Save as PDF’ to make an unprotected copy, then upload that copy to edit it. You can also use the ‘Images (PNG) ZIP’ feature to export the pages as images and reuse your rotated/organized result.
Is the original quality preserved after editing?
Yes. The downloaded PDF is built by copying the original page data — not the on-screen thumbnails — so text and image quality stay intact (extracting, reordering, rotating and deleting only change the page structure/metadata). Note that the optional ‘Images ZIP’ feature rasterizes pages into images, which are no longer selectable text.
Privacy Notice
This tool runs 100% in your browser. Uploaded PDFs are never sent to or stored on an external server — rendering, rotating, deleting, reordering, extracting and downloading all happen only in your device's memory. The resulting PDF is generated locally in the browser and downloaded directly, and all data disappears the instant you close the tab. That means you can safely use it even for sensitive documents like contracts and IDs.
